Deputy Constable Felix Barrigan and his partner stopped a man who was asking for money in a busy, dangerous intersection in Houston, Texas.

"When we approached him he was crying from the get-go, I guess he had thought he was in trouble. He seemed misplaced, hurt," he told KHOU News.
