I think we can all agree that the DMV is unbelievably inefficient and slow.
This employee decided to embrace the stigma by dressing up as one of the slowest moving creatures on the planet for Halloween.

We can't say for sure, but it is most likely that he got the idea from this hilarious scene in "Zootopia" where all the employees are sloths.
